Notice of Funding Availability
Program Year 2025 Community Development Block Grant (CDBG) Public Facilities and Infrastructure Request for Proposals
Harris County Housing and Community Development (HCHCD) will release the Program Year 2025 (PY2025) Request for Proposals (RFP) for Community Development Block Grant-Public Facilities and Infrastructure (CDBG PFI) funding on December 6, 2024.
Based on PY2024, HCD estimates the funding availability amounts below:
CDBG PFI – Estimated at $7,000,000.00
Due Date: January 10, 2025 @2:00 p.m. CDT
Late proposals will not be accepted!
The eligible project activities for CDBG PFI include the following: acquisition in conjunction with a proposed facility or improvement project; street
and sidewalk improvements; drainage, water and sewer improvements; and public facility improvements.
The PY2025 CDBG PFI RFP Guidebook and Application will be available from Friday, December 6, 2025, through January 10, 2025, to all eligible applicants through https://hccsd.box.com/v/2025CDBG-GEN. Applications and attachments will be submitted through the HCD Box Platform (link available on the RFP materials Box page).

Applicant Conference will be held on virtually December 11, 2024, at 10:00a.m. Find the link to the meeting at

Harris County will provide accommodations for persons attending Harris County functions. Requests from persons needing special accommodations should be received by Harris County staff 48-hours prior to the function. The Applicant Conference will be conducted in English and requests for language interpreters or other special accommodations should be made at least 72 hours prior to the Applicant Conference.
